Kraft told FBI to investigate school swamp deal

School Board member Stephanie Kraft said Friday that they told FBI agents last fall that they can should investigate the controversial $4.3 million acquisition of swampland in Southwest Ranches ray ban outlet sale for the new school.

Kraft said she raised her suspicions when agents interviewed her and other school officials the day that board member Beverly Gallagher was arrested on unrelated federal corruption charges. Kraft alleges that Gallagher along with other school officials rammed over the purchase in 2006 with an inflated price whilst they knew the land has not been suitable for a whole new high school as planned.

"This deal experienced like greased lightning, and I think it was deliberately slipped by us," Kraft said. "We could have questioned why we had been closing on something we didn't need to buy. In essence, the district knew this was swampland."

Kraft is facing her very own troubles inside the ethics cloud now enveloping local politics. The state Commission on Ethics is investigating whether she misused her position to help a home developer and failed to disclose that her husband was being employed by the firm.

Questions regarding the land deal re emerged soon after state prosecutors subpoenaed records through the town of Southwest Ranches in an investigation in to the business dealings of County Commissioner Diana Wasserman Rubin. Wasserman Rubin's husband worked being a consultant for that town on selling the house to the school district.

School officials have long maintained they proceeded using the deal even though learning almost all of the property was wetlands simply because they thought they can build a smaller elementary school or junior high school, or utilize the land to offset injury to wetlands on other construction sites.

Former Schools Superintendent Frank Till said the district followed proper procedures and continually sought input from your board since the deal moved forward between late 2003 and February 2006.

"We knew before we purchased it that we couldn't make a high school there as it was so underwater, but we determined that because we had arrived building other areas that we can use it for mitigation or for other purposes," Till said.

School records construct a history of an arrangement that repeatedly proceeded even as concern grew about the land's suitability. The $4.3 million price was four times higher than what the town paid five-years earlier and eight times above the assessed value set with the county Property Appraiser's Office during the time.

The School Board agreed in November 2003 to buy the site for the high school to relieve overcrowding on other campuses in southwest Broward. The next October, the board unanimously consented to the outlines of the $4.3 million deal.

School officials had conducted 11 months of appraisals and negotiations over price but believed merely a ray ban outlet sale small portion of the property was wetlands. The town knew differently as it had received a written report from the county's epa saying the property was almost entirely swamp.

County Commissioner Lois Wexler, who had ray ban 8301 sale previously been on the School Board at the start of the negotiations, said she was stunned to locate the county report after she joined the commission in 2004.

"I believe information was withheld," Wexler said. "If it turned out explained to us as the School Board how the wetlands have there been, I don't think your choice would have been created to select the site."

The initial warning signs for that school district were only available in late 2005, after it began conducting its in depth assessments from the property included in finalizing buying.

An environmental consultant declared that 25 acres from the 30 acre site were wetlands and that the district will have to pay for the restoration of a single acre of wetland for each and every acre developed. The consultant estimated the mitigation work would cost an additional $900,000.

By January 2006, district administrators informed the teachers Board how the site has not been suitable for a top school and they were exploring other uses. The institution Board then agreed in February to pay $25 million on land in Weston being an alternate site for that high school.

The board never gave one last, direct just do it on the Southwest Ranches purchase, nor that discuss the actual way it would use the property if purchased. Till with his fantastic staff proceeded with the deal once they won board approval for any minor change to the language in the proposed sales contract on Feb. 21, 2006.

"There seemed to be an intense push for that property, and i also never understood why," former School Board member Darla Carter said.
