Government entities also promised new and upgraded cycle and pedestrian paths connecting Sydney Park, Simpson Park, Camdenville Park as well as the interchange at St Peters.

It said "strict air quality limits" for the New M5 tunnels and ventilation shafts could be imposed, as well as a committee established to help decide locations of monitoring stations.

Roads Minister Duncan Gay said initial construction of the second stage could begin within weeks, pending approval from the federal government.

The prime number of submissions was surpassed only by those lodged within the 1990s over construction with the M2 motorway in Sydney's north west, which attracted about 14,000.

Sydney lord mayor Clover Moore said it was "disingenuous inside the extreme" for the government to tout extra open space at St Peters if this would be dangerous for youngsters and seniors to be confronted with the air around it.

"Air quality, even at existing levels, is near to the allowable limits, and it's only likely to get worse," she said.
