Construction begins within weeks on preliminary benefit tunnels plus a spaghetti junction of motorway ramps in Sydney's inner west as soon as the Baird government approved the second stage from the $16.8 billion WestConnex road project.

From the wake with the decision, the Greens labelled the planning process for Australia's largest motorway project a sham and called for civil disobedience to halt it.

The approval to the so called New M5 came as of a dozen residents occupied NSW Planning's main office in Sydney's CBD on Thursday for about two hours to protest up against Ray Ban outlet the controversial motorway project. Contained in the approval, Mr Stokes has set a number of conditions for the New M5 in response to residents' concerns. The physical conditions include construction of the new "open space" south of Sydney Park in St Peters. A land bridge is always to connect the parks. However, government entities has yet to finalise details on the new park, including its exact size.

Residents against the project also described the structure process and scenarios placed on the New M5 as a farce.

"We have observed this before. In terms of we are concerned. they have proved that months of consultation are virtually meaningless," WestCONnex Action Group spokeswoman Pauline Locke said.

"They received a near record number of submissions. It's astounding the Department of Planning says that process is perfectly OK."

Government entities also promised new and upgraded cycle and pedestrian paths connecting Sydney Park, Simpson Park, Camdenville Park as well as the interchange at St Peters.

It said "strict air quality limits" for the New M5 tunnels and ventilation shafts could be imposed, as well as a committee established to help decide locations of monitoring stations.

Roads Minister Duncan Gay said initial construction of the second stage could begin within weeks, pending approval from the federal government.

"One hundred thousand motorists utilize the current M5 East daily and face a continuing Ray Ban sunglasses battle to complete what has become a frustrating carpark. By doubling its capacity with new nine kilometre twin tunnels, they'll have a much faster and less stressful journey," he was quoted saying.

"Sydney motorists have been crying out because of this project since the opening in the original M5 East   were cracking on with delivering it."

Almost 12,900 submissions from residents, councils and community groups were lodged responding to the environmental impact statement for the M5 East tunnels between St Peters and Beverly Hills, within the city's south west. Almost all were opposed.

The prime number of submissions was surpassed only by those lodged within the 1990s over construction with the M2 motorway in Sydney's north west, which attracted about 14,000.

Sydney lord mayor Clover Moore said it was "disingenuous inside the extreme" for the government to tout extra open space at St Peters if this would be dangerous for youngsters and seniors to be confronted with the air around it.

"Air quality, even at existing levels, is near to the allowable limits, and it's only likely to get worse," she said.

Cr Moore said the look Minister we had not responded to the town of Sydney's concerns concerning the tens of thousands of extra cars that might be funnelled onto streets from the central city every day.

The WestConnex project comprises three sections: the newest M5 East; a widened M4 motorway and new M4 East tunnels; and a new M4 M5 tunnel linking the two.

In February, Mr Stokes approved the M4 East section between Homebush and Haberfield. In approving the work, he said one or more lane each way on Parramatta Road would have to be reserved for Ray Ban Wayfarer 90% off trains and buses.
