Wealthy Seattle couple get 18 months for welfare fraud

Having previously pleaded guilty to related offenses, chiropractor David Mark Silverstein and longtime partner Lyudmila Shimonova were caught defrauding federal assistance programs from the Lake Washington home they shared. Shimonova was using federal dollars to pay Silverstein thousands of dollars in "rent" during the eight year fraud.Silversteen, 60, was also fined $30,000 and must serve three pandora charms on sale years of supervision after he is released. For his part, Silverstein argued he should receive six months of home detention instead of a prison term; he has already paid $334,000 to settle a civil lawsuit filed against him by the government.Federal investigators raided the couple's Lake Washington home in late November, looking for evidence that they had bilked government assistance programs for years."All of these programs are need based programs, meaning that a person can qualify for the pandora jewelry 70% off clearance programs only if he or she demonstrates that his or her income or resources fall below a certain level," a Department of Housing and Urban Development special agent previously told the court. The couple traveled extensively during the fraud, visiting France, Turkey, the Caribbean and Hawaii.Attorneys for the government filed a civil lawsuit aimed at recovering money they claim was taken from government coffers by fraud. The criminal charge was filed against the couple on May 8; they pleaded guilty days later.A trained economist from Uzbekistan, Shimonova arrived in the United States in 1993. Her attorney claimed she worked as a seamstress during two years in New York before moving to Seattle's Seward Park neighborhood in 1995.
