An exciting powerful ''Liberal leaning'' number of Port Stephens councillors may be called on resign amid ray ban sale online revelations members used a sophisticated web of preference deals to consider control in the last city election.

The calculated numbers game, never witnessed on this type of scale in Hunter city elections, cemented multi millionaire mayor Bruce MacKenzie's leadership and helped deliver seven of 10 council seats, plus a solid voting majority.

Those 29 have already been confirmed by the MacKenzie camp.

Cr John Nell, an ALP party member that has voted with all the MacKenzie faction numerous times since taking office, said while there was clearly ''nothing illegal'' about what happened, collusion between numerous groups was ''devious''.

''I think it absolutely was really stupid and believe it could cost them a great deal of goodwill,'' he said. ''The general public would have believed the candidates were independent and they also weren't.''

Explained by the mayor as ''very like minded'' and also the ''best council I've seen in 44 years'', the independent councillors have voted as a bloc 99per cent of that time period since taking office, from time to time in controversial circumstances.

Spokesman to the community group Voice of Wallalong and Woodville, Bob Beale, said the ''secret'' deals had alienated many voters and that he called for those involved to resign.

''It is fair must, as many voters do, exactly what the participants needed to hide, if they would have been elected whenever they had told the facts, and in whose desires they have been acting,'' he explained. Cr MacKenzie also issued a flier prior to the election   which many opponents said they did not see   identifying his ''team to achieve'' in which he was photographed with all the heads of eight other groups.

As outlined by Cr Tucker, the disciplined strategy was brokered at the meeting with fellow Liberal party member Cr Ken Jordan and Cr MacKenzie months prior to election.

Cr Tucker said the viewers had done nothing wrong. It simply worked inside an ''imperfect system'' and identified the best way to ensure a voting majority was through disciplined preference swapping agreements with numerous groups as possible.

''There was not too much arm twisting to take them [other candidates] along with us,'' he said.

Cr Tucker said there was no pressure for councillors to vote together with the mayor on issues, but described the group, the same Cr MacKenzie did, as ''very like minded''.

''We don't always trust Bruce MacKenzie, but most of that time period we do,'' he stated.

All 10 elected councillors sit in the chamber as independents, but in reality the makeup is more complicated.

Three councillors are individuals the ALP (Geoff Dingle, John Nell and Peter Kafer) and seven part of the MacKenzie faction.

To confuse matters, four with the MacKenzie aligned councillors are former or current Liberal Party members (Steve Tucker, Ken Jordan, Sally Dover and Paul Le Mottee), Cr MacKenzie is often a former an affiliate the National Country and Liberal parties, Chris Doohan isn't a member of a political party and John Morello didn't respond to requests to have an interview.

The Herald may also reveal that Port Stephens MP Craig Baumann gave his weight towards the push for power by providing ''advice'' to a candidate in discussions about his group joining the MacKenzie alliance.
