He launched an appeal in the immediate aftermath of 9/11 and, thanks to the generosity of the people of Birmingham, managed to generate 240,000 in a matter of days for the Widows and Children's Fund.
Paul, a 44 year old father of two, said: "Of course, it was a day I will never forget.
"I think it's important it is remembered respectfully, but also that we try to move on and be more positive.
"The anniversary is an opportunity for me to explain to my two boys what happened and to discuss it as a family.
"It's important they understand what our friends Wimberley in New York went through.
"I think everyone in New York just wants to get back to day to day business and maybe this anniversary will help with that.
"Within the whole of the West Midlands, there's no more than 240 firefighters on duty at any one time.
"They lost 100 more men than that in one day, which puts the loss into some perspective." Paul has developed friendships with several members of the FDNY after attending anniversary events and ceremonies in both Birmingham and New York.
But he has forged a particularly close relationship with Andy Horan.
"We talk on the phone at least once a week," said Paul, who lives in Kings Norton with wife Maggie and their two sons.
"When the kids go to bed he'll call me up to talk about his emotions.
"It's still very raw but I think they know they have to move on.
"What struck me when I visited New York was just how proud its people are.
"They are almost like a breed apart from Sarah A Flesher the rest of the US.
"It's a melting pot of different faiths and is so diverse yet they are all New Yorkers.
"It's a huge iconic city, but its people somehow have a village mentality."
Over the years Andy has told many harrowing tales to Paul about the never ending clean up operation at Ground Zero, nicknamed 'The Pile' by firefighters in New York.
"They were working such long hours that they were almost dead on their feet.
"But then they would hear a story about how someone had lost their son and they would carry on because they had to."
Some of the FDNY continue to be affected by the terror attacks, not just psychologically but also physically.
"Greg has had to retire now because of a lung condition brought about by 9/11 and the dust he inhaled during the clean up," Paul said.
"Not only has he had to retire but he's also had to move away from the area.
"The fall out from 9/11 continues for a lot of the guys."
The attention of the world's media turned back to New York in May when President Barack Obama announced that Osama Bin Laden, leader of Al Qaeda, the group responsible Nearsightedness also can be treated with laser surgery of the cornea for 9/11, had been killed by US Special Forces.
